In Finland and Sweden, there seems to have been a view that the general guidelines and priorities of the Commission were selfevident and obvious, although in fact this was not the case amongst the key agencies individuals in either country. An issue here is that the Commission appears to have presented its priorities in too general a manner, with there being insufficient profound dialogue with the authorities in Finland and Sweden about how Community Priorities were interpreted in the new Member States. The impression given by the Commission from the perspective of many in Finland and Sweden was that there would be no variation in the adoption of Community Priorities between Member States. This resulted in a situation where not enough attention was paid to national and regional priorities in the two countries, and they did not become principles that would have given strategical guidance to the Objective 6 Programmes. An essential precondition for the success of strategic planning is that there is sufficiently cognitive material related to the planning process. Therefore universities, polytechnics and other expert organisations should play an important role in the planning process. In both countries, borderlines between nodal areas were not always considered when Objective 6 Areas were defined, resulting in practical problems during programme implementation. The situation was especially difficult in Sweden where, for example, Ume, the capital of Vsterbotten was outside the Objective 6 Area. In the on-going programme period, this has been corrected and Ume now belongs to the Objective 1 Area. In testing the strategic focus, ex-ante evaluation has a crucial role.
